your drain hose maybe clogged.
On your drain hose the ';goose neck'; or where the drain hose makes a loop before it goes into the stand pipe must be as high or higher than the top of the control panel of the washer. The whirlpool washers have whats called a neutral drain, meaning the tub sits still while the motor spins and turns the pump to drive out the water. The pump may be working but if the hook in the drain hose is not high enough the water in the hose before the hook ';goose neck'; backs up into the washer from gravity.
Rearrange the drain hose. If it has a kink or bend in it, the water won't drain.
